Main page ► Managing a Moodle site ► Roles and permissions ► Capabilities/moodle/user:readuserblogs

This allows a user to view the blogs of other users.
The capability is set to allow by default for the Manager, Teacher, Non-editing teacher and Student role. (It is not set for Guests and Course Creators)
