New feature
in Moodle 3.1!

  • This allows a user to add a Main menu block to a course page
  • This capability is allowed for the default roles of manager and teacher

As it's not possible to add a main menu block to a course page, this capability doesn't make sense, and so is due for removal - see MDL-36755.
