New admin settings

Competency based education: Available by default, competencies, learning plans and related settings may be disabled from Site administration >Competencies >Competencies settings

Competency frameworks may be added, learning plan templates created and plans assigned to students as individuals or in a cohort.

Searching the whole site may be enabled for your users by enabling Global search in Site administration > Advanced Features and following the steps for setting up Solr for Global search
