The capability ''tag:edit'' should be set to allow everyone to create and edit tags. The reason these capabilities exist is because there were requests from some Moodle users to allow a greater degree of control over the vocabulary of tags (in a Moodle site for a high school it might make sense to block students from creating new tags).  
There is no capability to create tags since tags are created automatically when user tags content. However only user with capability 'moodle/tag:manage' can create official tags. Only official tags are suggested when users tag any content.

Course settings

New feature
in Moodle 3.0!

A teacher can tag a course from Course administration > Edit settings, it is possible to allow users other than teachers to tag the courses, see moodle/course:tag for more details

Site administration settings

Enable tags functionality

By default, site-wide tags functionality is enabled. If this is not required, tags functionality may be disabled by an administrator by un-checking the usetags box in Administration > Site administration > Advanced features.
