In Moodle 2.1 there was a major upgrade to questions. As explained in [https://docs.moodle.org/21/en/Upgrading_to_Moodle_2.1#Planning_the_question_engine_upgrade the upgrade documentation for that version], it was possible to delay parts of the database upgrade and then complete it later.
