In version 1.7 and up? A user assigned to the predefined course creator role in Moodle can create courses, assign teachers and act as an editing teacher. In contrast to an administrator, a course creator cannot modify settings for the entire Moodle site unless they have been specifically assigned permission to these functions. For example, a course creator can assign a teacher to a course and enrol students in that course, but they cannot edit user accounts or change site policies for security.

The course creator role might be assigned to a master teacher, department head or program coordinator.
