A user assigned a course creator role has a level of Moodle privilages that can create courses, assign teachers and act as an editing teacher.  An administrator has all these privilages and more. A teacher has to be assigned to a course by either an administrator or a course creator.  A teacher might also be assigned to a non-editing teacher role.

A user assigned to the default course creator role in Moodle can create courses, assign teachers and act as an editing teacher. An administrator has all these privilages and more. For example, a teacher has to be assigned to a course by either an administrator or a course creator.

The course creator might be a master teacher, a department head or program coordinator.
