What is the difference between an IMS content package and a SCORM package?
The main difference is that IMS is mainly for "static" content - SCORM allows tracking of question/answers and reports a "grade" at the end.
If you want to do any tracking/grading then use SCORM - if you just want to display some content to the user - use IMS.
Can I export my Moodle course as an IMS Content Package?
IMS-CC 1.1 (Common cartrige)export is available by checking the box in Settings>Course administration>Backup
What happened to the IMS content package repository?
Moodle 1.9 contained a feature called the IMS Repository - this feature had a range of bugs and has not been ported to Moodle 2.0 at this stage. For more details see MDL-28579.
