A teacher can add link to a file by using one of the "add a resource" drop down menu in course.  The "Adding a new file" will ask for a link name and an optional description.
In the content area, the teacher can click the add button and the [[File picker]] menu will assist them in adding a file from their computer or a Moodle file [Repository]]. Or the teacher can add a folder and then user File picker to add 1 or more files.
There are display options which allow the teacher to force the file in a download, or make it appears one of several different window types.
There are the usual [[Common module settings]] and the Restrict access settings [[Conditional activities]].
