The UK's Data Protection Act appears to go further than the US FERPA legislation, in that directory information, such as name, email address, phone number etc is considered private information.
For Moodle sites that have public access (ie. not restricted to students with whom you have a contract of sorts), then, as well as the advice given for compliance with FERPA, it is suggested that you also:
- Prevent students from viewing other profiles (on a site-wide and course basis)
- Prevent students from viewing the list of Participants in their course
- Remove the People block from all courses
