A user is a participant who is allowed onto a Moodle site.  In version 1.7, users can be assigned roles on the site, course and activity levels.  Roles determine the permissions or rights of a specific user in a context, such as a specific course or even a specific course activity.  Typical user roles are administrators, teachers, and students.
