I just downloaded the core 1.9.3 zip file no problem, twice, both when I was logged in and when I was not logged in.  I would check if Cookies enabled on your browser. Sometimes they update parts of the Moodle Server(s), so try again?. [[CVS_for_Administrators]] might be an alternative.  The direct link on my browser is [http://download.moodle.org/download.php/stable19/moodle-weekly-19.zip http://download.moodle.org/download.php/stable19/moodle-weekly-19.zip]

Not sure about the FAQ you were looking at but suspect it was this one:[[Errors_FAQ#Error:_A_server_error_that_affects_your_login_session_was_detected]]. These are talking about a Moodle site that is not moodle.org or download.moodle.org .
