At the bottom of this article it says that Moodle cannot create SCORM content. SCORM settings
Everything BEFORE the activity is open to participants. Guide the user through the first step of creation and equivalent of clicking 'edit settings'(include permissions). Use headings, annotated screenshots welcome!
