So where is "The Question bank"? After the one sentence intro description at the top, a brief instruction is required for our senior citizens like me :) This is really good stuff, I think the teacher enters the question bank when designing a question in a quiz but I am not sure. In the course admin block, there is a link to 'Questions'.
