The Enable Publishing section says that this function is a way of importing and exporting grades via a URL without being logged in to Moodle. But what is the URL? And how does an admin determine what thes URL's are?

Enable publishing

The Enable Publishing section says that this function is a way of importing and exporting grades via a URL without being logged in to Moodle. But what is the URL? And how does an admin determine what thes URL's are?
