This page name may not be correct. Probably should be Help:User settings and not a project page.
I added this page and the MoodleDocs:Page features page to the the Moodle Docs help template {{Help}}.
There is also a Users preference page (MoodleDocs:User preferences help) which was basically blank, that I added some bullets. We could link to that page from the above two pages. However, I would not put that on the help template, just to keep that one very simple.
