On behalf of my client (http://iti-istanbul.com) I run Moodle 1.9 (from CVS) on a Debian Lenny box with 288Mb RAM.  Believe it or not, 288Mb RAM really is sufficient, provided you opt for lightweight alternatives whenever possible, and configure things for efficiency, in terms of memory usage, rather than performance.
