Capabilities/moodle/site:manageblocks

moodle/site:manageblocks allows a user to manage blocks (edit, add, delete, etc) in the context this capability applies to.

For example, a user assigned to the default "editting teacher" role will have this capability set in the course context, thus enabling him/her to manage blocks in the course context.
