*In some versions of Moodle, if you are using email-based self-registration and a user has a problem confirming their account, you can confirm their account for them by clicking the confirm link opposite their name.  (It is possible to send emails using the Admin>Users>Accounts>Bulk user actions screen in 1.9)

The browse list of users page provides a list of all user accounts.
