It appears that '''Personal''' and '''User''' come after '''System''' just before '''Course Category'''.
I think what is needed here is a pictorial diagram similar to the Metacourses [[https://docs.moodle.org/en/Metacourses]] diagram.
Perhaps even a Venn-like diagram [http://en.wikipedia.org/wiki/Venn_diagram] for Contexts, Roles, Capabilities, Permissions, Groups.
This is not an easy concept to put into words, but a picture is worth 1000 words (in English, maybe more in another language.)
