The description here is from the systems administrator perspective and this should be noted.

If a user in the role of "teacher" attempts a restore, the user does NOT have the options (currently) of renaming the course or setting the course start date. All they can do is to restore over an existing course shell [Existing course, adding data to it OR Existing course, deleting it first] that they have teacher access permissions for. [Moodle v. 1.9.4]
