Explanation about expression outcome statement and other things

I'm trying to translate your article about pedagogy and I don't understand the notion of outcome statement.

I need also some explanation about this sentence : "Currently Moodle courses need to be manually connected to state learning standards" I'm not sure to understand do you talk about learning standards (SCORM, AICC) or something else. I don't understand the need of manual connection.

If someone could explain, I will try to translate correctly.

Hi, my understanding of an outcome statement is a description of what a student should be able to do after completing a particular course e.g. "Understand the meaning of the terms X, Y and Z" or "Be able to explain the differences between X and Y".
Regarding learning standards, I think it refers to standards which a particular country has decided upon, rather than SCORM or AICC. Standards may be described using outcome statements.
Regarding the manual connection, currently the only way to include standards (or outcome statements) in Moodle courses is to type them into each course manually.
