Where is this feature?

I know somebody who used this in Moodle.org, so I know it exists. But my standard Moodle 1.9.1+ does not have it. Just a blank screen, mention of a Aux plugin and a save button! Searched "login" Modules and Plugins and the "no login" or anything that used those words popped out at me.
