  1. If release is retained in the lang packs does it need duplicating in MoodleDocs?

I would say no. I am not a fan of duplicating stuff, since one of both will be outdated. Put it in MoodleDocs on a protected page and let the installer show it. It isn't translated (recently) in many languages. And even if translated, it was not often in the release. I've never seen translated release notes during installation.

  1. Perhaps install could be retained too, with a link to Installing Moodle for further information?

Not necessary - provide a good link in the installer and in a readme file in the root.

  1. Should licence be retained in the lang packs or be a protected wiki page?

I think licence shouldn't be translated at all because of the legal nature of that page.

  1. Re. other, perhaps this could redirect to the Moodle help files?
