The description here is from the systems administrator perspective and this should be noted when planning "course rollover processes" for your system.
If a user in the role of "teacher" attempts a course restore, the user does NOT have the options (currently) of:
1) renaming the course,
2) re-setting the course start date, or
3) restoring to another course shell
All they can do is to restore over an existing course shell:
a) Existing course, adding data to it, OR
b) Existing course, deleting it first
that they have teacher access permissions for.
