How can I change a design?


Depends upon what you mean by "change" and "design".

Design, as in theme (one of the MoodleWords for look and feel of the interface)? Search on theme.

Change, well lots of ways. If it is change means switch themes, that is done in the Admin block when the user has administration rights in Moodle.
