on section 14, Password policy

Does anyone know what the deal is on non-alphanumeric characters in passwords? According to one Moodler (DS), he couldn't get Moodle to connect to his database until he used a database p/w with no non-alphanumeric characters (see http://moodle.org/mod/forum/discuss.php?d=112511#p495044). Is this intentional? Why?
