The overview report shows the overall grades for all the courses a student is enrolled in. In this regard it differs from other reports, which only show grades for the current course. To see a breakdown of the grades for other courses, you need to go to these courses, access their gradebook, and select the user report. The overview report will be the same no matter which course you are currently viewing.
