Forum post approval patch

This page is just a quick starter. Please feel free to fill in with more detail.

The forum post approval patch provides an option for teachers to require approval of forum posts before they are readable by other students. The patch is somewhere between a minor and major hack. When approval is required, new posts are listed as unapproved. The teacher must approve each post individually. This can be useful in business situations that require a manager to approve the sharing of sensitive information. A log entry is created documenting when the post was approved or unapproved. If a student edits a post, it is automatically switched back to being unapproved and would need to be re-approved. Teacher or users with the capability to approve posts have their posts approved by default.

I would like to have an option for each forum such that the teacher could also control whether unapproved posts are hidden or invisible.
