Me, too. While trying to create a new weblink in 2.0 from one course to another course in the same Moodle install. Both course are open and have enrollments and are accessible to students. I am getting the same error while trying to create a new weblink in 2.0. Any ideas?
I figured out my own sleepwalking mistake. In my case, I was (don't ask me why) putting the hyperlink in the description instead of pasting the URL into the URL field where it belongs!
